Around 1900, N Tesla proposed an arrangement for supplying electric power into every home, office and vehicle that used electric resonance between the ionosphere the earth. He started to implement a power plant of this kind in Wardenclyffe, Long Island, NY [G06]. This arrangement might also have been used for global communications as a planetary brain (his words) a century before the internet. Earth-sky resonance charging of the ionosphere would have been achieved by "stroking" the ionosphere with scalar electric waves at specific frequencies. Tesla's proposals were updated with new patents by B Eastlund and employed in the HAARP device in Alaska [G03].

One of the many purposes of HAARP is to disable the electronics of incoming missiles, or to melt them in flight, with suitable scalar or Hertzian waves. Storms and floods can be created elsewhere by electrifying clouds to trigger lightning and discharge rain. It may be possible to trigger earthquakes, tsunamis and volcanic eruptions by subjecting the earth-sky capacitance effect to varying electrostatic fields. This would induce slow resonance energy accumulation effects within the earth's crust. Such effects would be induced by manipulating the sky-earth electric field without any aircraft and without electromagnetic waves coming from any particular direction. If the weather has become more electric since about 1995 - winter thunderstorms, more dry storms in summer - this could be evidence that such operations are already under way.
