Very few people are allowed into nuclear power stations. Those that are, rarely get to see more than a small fraction of their insides. Such stations have hardened containments to protect surrounding populations from Chernobyl style internal accidents - as well as from crashing aircraft and missile attacks from the outside. Nuclear power stations can thus be used for much more than producing electricity and spent radioactive rods. They are not controlled by the people who pay the taxes needed to build them and for the electricity produced in them. They can be used as bunkers that are hardened and protected against atomic bombs, deadly radiations, poison gasses, deadly germs etc - while such things are stored inside them together with all the food, water, comfort and amenities needed by the select few to outlive sieges. Almost no-one outside of nuclear power stations would be aware of such preparations if they were going on now.
When the time comes, those inside such these bunkers can use their energy production and communications equipment to beam suitable mind and weather control radiations up into chemtrail and ionosphere layers.
